On 7 February 2019, the Bureau of the Joint Committee for EU Affairs decided to appoint a rapporteur to jointly examine the compliance with the principle of subsidiarity of the initiatives COM (2018) 894 final and COM (2018) 893 final.

On 26 February 2019, the Joint Committee for EU Affairs adopted two separate decisions regarding the compliance of the initiatives COM (2018) 893 final and COM (2018) 894 final, with the principle of subsidiarity. 

On the one hand, the Joint Committee rejected the text presented by the rapporteur related to the initiative COM (2018) 893 final. 

On the other hand, the Joint Committee adopted a Resolution regarding the compliance with the principle of subsidiarity, of the initiative COM (2018) 894 final. The Resolution states that the proposal is in breach with the principle of subsidiarity.
