Information on parliamentary scrutiny

The initial proposal (received in November, 2010) was forwarded to the specialised Committees: National Security and Defense, Legal Affairs, and Human Rights. The committees have concluded that the proposal is in compliance with the principle of subsidiarity.
The revised proposal (received in September, 2011) was forwarded to the specialised Committees: National Security and Defense, and Legal Affairs. The Committee of National Security and Defense concluded that the revised proposal due to the references to the other proposal (COM(2011) 560) is not in compliance with the principle of subsidiarity. The Committee on Legal Affairs concluded that there are serious doubtson the revised proposal's compliance with the principle of proportionality.
The Committee on European Affairs in its opinion concluded that the revised proposal may be in conflict with the principle of proportionality.
